The primary entry from the south is diverted to the right by the facade, towards a visible gap in to the space. Alternate entries and paths into the space are available, giving different perspectives and viewpoints. Movement to the building creates anticipation. Access to the 'protected' space requires intention.
A secondary entry from the south is available to the left, towards a waterfront horizon. Travel follows the facade which curves back to the 'protected' space like a curtain revealing an alternate perspective. 
The first mass encountered is programmed as the PUBLIC space, having the most area for usage which enables connection to a community forum and private residences. This is a space for learning and activity to act as the foundation to the community.
The second mass placed to the side is programmed as the PRIVATE space, intended for inhabitants to rest. This space is connected to a place of reflection, opposite to the space of activity.
The REMOVE is a space outside of the square of shapes which enables a place of quiet and reflection. At the highest point on grade, it is able to look in to the space from the outside. 
The central space is a FORUM of discussion, deliberation, and presentation. The central forum is sunken and gravity draws the community together. The space sits counterpoint to the northern spire, and has access to the place of refuge should inhabitants wish to reflect.
The spire contains a place of SECLUSION which is programmed to make decisions. A stage looks back on the forum and relating spaces prior to going inside for resolution. Open views in a 270 degree arc are separated from the spaces behind. The spire stands tall as a beacon.
The forum is introverted in to the ground, and the seclusion space is extroverted upon a stage. These spaces have been balanced in proximity to the south buildings, the forum receiving just as much if not more attention than the stage. Both introverted and extroverted ideas have equal weight in this community. 
The final space along the waterfront becomes the take off point for a JOURNEY. Vessels are ready to take off after decisions have been made to enable persons to embark on their journeys. 
All spaces can be traversed in reverse to welcome those who have come home from their journey. The beacon acts as a landmark home, and returnees can share stories in the forum, return to private or public life, or start again from their origins.

Vertical planes pull and push movement in to and around the spaces. The approach is sheltered and draws in movement, where the forum expands and opens up to participation. Horizontal movement dips in to reflection and then rises in resolution at the spire, and the unsteady ground plane of water creates opportunity in uncertainty. 
All spaces have consequence and reaction.

Avoid dimensions which may limit the concept, instead use scale (X, 5X... etc.)
Narrative is not required, but will reinforce the design decisions made to an anticipated use case.
Architecture for the sake of architecture is not philosophically wrong, but in reality a practical use case influences design.
